Job Description:
Serves as a Hazardous Materials Aviation Safety Inspector in the Office of Hazardous Materials Safety (AXH). Supports the mission and objectives of AXH under the broad direction and leadership of the Director (AXH-1) and Deputy Director (AXH-2) and executes the AXH safety oversight activities through the technical and administrative direction of the assigned manager. Responsibilities will generally include assignments that support and implement the FAA Oversight Philosophy (FAA Order 8000.72) through hazardous materials transportation oversight functions. These include but are not limited to, supporting hazardous materials oversight through assigned risk-based oversight activities such as on-site inspections for air carriers, shippers, and repair stations; evaluation of air carrier training programs, processes and procedures. Supports the implementation of the FAA Compliance Program (FAA Order 8000.373) through investigations of incident discrepancies and air carrier systems evaluations to include regulatory compliance violations utilizing the most effective safety resolution. Works collaboratively with other Hazardous Materials Aviation Safety Inspectors in performing surveillance to assess compliance and conduct investigations to determine the desired compliance.
Contacts are primarily internal within the immediate organization, other FAA and DOT organizations, other Federal agencies, industry, and the public, as necessary. Investigates hazardous materials incidents and makes findings of fact. Prepares written reports of compliance or findings to a Supervisory Hazardous Materials Aviation Safety Inspector. Ensures entry of required data into automated systems and ensures the quality and integrity of entered data.
FV-G DUTIES:
Serves as a developmental inspector performing a mixture of basic and routine assignments under the close direction of the manager. Applies basic technical knowledge related to the Hazardous Materials Safety Program and limited experience to complete assignments and assist with developing plans and techniques to improve the air carrier hazardous materials safety programs, policies, and procedures. Assists with conducting hazardous materials compliance inspections of regulated parties that introduce or transport hazardous materials into air transportation. Assists with investigating incidents, discrepancies, and regulatory compliance violations related to hazardous material air transportation.
Assists in conducting assigned on-site inspections of regulated air carriers, shippers, and repair stations to determine compliance with Hazardous Materials Regulations, operational policies and procedures. Assists with identifying and coordinating any violations requiring immediate corrective action and potential enforcement action(s) to address non-compliance. The appropriate course of action will be determined in accordance with established AXH policies and the current version of the FAA Order 2150 and the FAA Compliance Program 8000.373. Assists with conducting assigned stakeholder engagement with various aviation related industries as needed in compliance with the AXH Stakeholder Engagement Policy.
FV-H DUTIES:
Performs a mixture of routine, multiple, and varying levels of assignments under the limited direction of the Supervisory Hazardous Material Aviation Safety Inspector. Applies experience and progressively detailed technical knowledge of the Hazardous Materials Safety Program to complete assignments and develop plans and techniques to improve air carrier hazardous materials safety programs, policies, and procedures. Conducts and assists with conducting hazardous materials compliance inspections of regulated parties that introduce or transport hazardous materials into air transportation. Investigates or assists with investigating incidents, discrepancies, and regulatory compliance violations related to hazardous material air transportation.
Conducts and/or assists with assigned on-site inspections of regulated air carriers, shippers, and repair stations to determine compliance with Hazardous Materials Regulations, operational policies and procedures.
Performs other duties as assigned.
*Requires working in multiple settings, including offices, warehouses, airports, and near aircraft with exposure to aircraft noise and jet fumes.

Requirements Conditions of Employment Qualifications TO QUALIFY AT THE FV-G (FG/GS 5-9) LEVEL, you must demonstrate in your application that you possess at least three years of progressively, responsible general experience, one year of which was equivalent to at least a FG/GS-4 demonstrating the ability to: (1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) Plan and organize work; and (3) Communicate effectively. OR Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university. OR Combination of education and experience may be qualifying. TO QUALIFY AT THE FV-H (FG/GS 10-12) LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG/GS 5-9) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled. Specialized experience includes: Experience conducting transportation safety inspections; participating in regulatory investigations; prioritizing activities through risk-based decisions; networking and building relationships with stakeholders; and/or experience with hazardous materials transportation in commerce or the aviation industry. OR Ph.D. or equivalent doctoral degree/3 full years of progressively higher-level graduate education leading to such a degree/LL.M., if related.
